Competence is the opposite of evil because it means to make what's use of the available resources in the most effective manner.

If anything incompetent gathering would spoil or miss precious resources needed to survive winters.

It takes organisation to commit genocide, yes. I kind of agree; smaller societies will have smaller problems. But a lot of the reasons we do get these things are due to both malice and incompetence.
