Small town.

Organize a citizen's committee - a watch committee.

Carry weapons - your own weapons.

No police.

And patrol by foot only -- and - no weapons on patrol.

Weapons are limited to stores and shops and supermarkets .

Anyone can be on the city or town watch as long as :

No past felonies or misdemeanors.

No outstanding unpaid civil penalties.

No prior discharges / exonerations for reason of insanity.
