The core of this problem is the pet industry and many pet owners brainwashing the society that dogs are safe for most people.

Brainwashed??? The notion that Chinese people are brainwashed to consider dogs as pets is new to me.

I'd love to know how you became so deluded/deranged that you thought that a international public forum would be receptive to methods of dog poisoning.

Poisoning is one of the most heinous and cowardly methods of murder. It is completely unacceptable in any circumstance.

If someone tries to do that to my dog, it wouldn't end well.

Stray dogs though, are dangerous to people around them. As long as it's relatively painless (or not intentionally painful) I don't care, do what you gotta do.
