Is there a way to "sticky" a post?

I've been trying to post my subs rules and sticky them to the top.

Where??? I'm looking at my post and I can't find anything like "announcement."

It is in a weird place. do ctrl+f "make announcement". It's right above the comment reply box for the thread on the right. You have to be mod of the sub it's posted in to do it though
