If the tax payers paid $40 Million to get the Mueller Report, why isn't it online for free for all U.S. citizens to read? Or is it available online?

Seems like we've paid enough for it already. Is it for sale, confidential, or what? Everyone says it has the evidence in it, but I haven't seen the quips or sources yet, or quotations.
